Unlike cities such as New Orleans and Chicago which were built on swamps, Washington was built on a riverbank. According to a National Park Service Ranger, the capital city is in a coastal floodplain, so it can be affected by tides, which occasionally make the ground soft and moist.
In 1894, a 14-story apartment building was put up in D.C. and residents feared it would overwhelm the rest of the neighborhood, it wouldn’t be structurally sound, and the existing fire-fighting equipment wouldn’t reach the top floor. So Congress passed a law restricting the height of buildings.
