Definitely Huntington Beach if you want a nicer beach experience. Long Beach would be bad as the beaches in downtown are inside the LA Harbor/Long Beach Harbor breakwater. That means no waves and dirtier water. Downtown Long Beach is nice, but not for a beach experience.

Huntington is a great surfing area. The pier area is fun young oriented area that gets really busy with good surf shops, mexican food at Freds, Dukes , rock and roll store etc. Laguna beaches are much smaller and more scenic with nearby cliffs. Its a much quieter and art oriented community.
