First off there are TWO entrances to Disneyland, the MAIN entrance, and then the Downtown Disney Monorail entrance. Both are fairly easy to access if you want someone to drop you off. Yes it is very safe to walk to and from the Disneyland park at night. The street and sidewalks are very well lit and there are always several people out and about coming and going from Disneyland.

Even with all of this, 2021 will likely bring a better Disney vacation experience overall than 2020. The more time that passes, the more things will be phased back in. Again, book a trip so you know you have the dates you want, and then wait and see. In fact, I already have a couple trips for 2021 booked!
Updates at the Theme Parks
The State of California strongly recommends that all Guests be fully vaccinated or receive a negative COVID-19 test prior to entering the theme parks. Guests will not be required to show proof of vaccination, but vaccinated Guests must self-attest that they are in compliance prior to entry.
Face coverings remain optional for all guests in outdoor common areas. There is no word yet on whether the company is considering easing the mask rules at Disneyland, too. The state of California also encourages — but does not require — guests to get tested or be fully vaccinated before entering.
